[1.15.2] How is a "net.minecraft.client.renderer.model.Material" properly created?

I tried passing in a vanilla atlas and one of my mod's valid ResourceLocations, but the texture is broken.

Does this mean that I have to register my RL to an atlas, similar to Fabric? If so, how is that done?

If not, then how is this Material properly created?
