"Error: unable to access jarfile"

When I try to open my forge file I get an error message saying "Error unable to access jarfile".
Can anyone help me with that?

I got the same, when opening serverStart.bat after running Install.bat (like in the instructions) i get: Error: Unable to access jarfile forge-1.10.2-12.18.3.2511-universal.jar. After opening it in admin mode i get: 

'settings.bat' is not recognized as an internal or external command,
operable program or batch file.
Starting Sky Factory 3 Server...
Error: Unable to access jarfile nogui
Press any key to continue . . .
