Installing Forge Offline

Is there any way I can install forge offline?. I can download anything on my phone but not on my pc because my network cable is broken and I can't go out and let it be fixed because of the quarantine. I am using minecraft 1.15.2. Is there anyone who have the libraries needed so that I can just download it thru my phone and copy and paste it on my minecraft folder.

The forge installer seems to work offline in my testing so:

Download it on your phone from here and then run it on your computer.

The file you want is the latest installer as many 1.15.2 mods require it.

The Forge installer requires access to the internet to download files, unless it has done so before. In your case it probably works because you had the files from previous, online, runs.

I can't usb tether or hotspot because the system unit I'm using don't have those features.Actually I saw a post like this and someone gave a link with all the libraries needed but its outdated since it was posted 3 years ago. Now I am hoping that someone have the libraries needed for the newer version of forge so I can download it.

    • Why are you doing this instead of just playing the sound using the level or the player method? 
    • You can use  event.getEntity().level()
