I m looking for modder who can create a mod for minecraft java 1.15.2.

I want that mod to change minecart with tnt mechanics so they would behave similarly to minecart with tnt on PS4 edition. The crucial thing is the way in which they behave when primed while standing on rails. I want them to be able to propel primed tnt and other entities while detonated in said circumstances. Also they are not to destroy blocks when detonated on rails.
