I tried to load up my recipe datapack for flint and steel which by default vanilla datapack contains an iron ingot instead of steel nugget. Nothing happened and still got the same recipe. I used the command "/datapack list enabled" and I got this.

My mod datapack has a lower priority than the forge datapack therefore the recipe uses the forge datapack.
