unable to start a forge server

I hosted a non-Forge Server before and now i am hsting a Forge Server, when i binded the server ip to my ip, it just says something in the log about the address not being able to bind or something anyone help pls. I think its just that my non-forge server has taken that ip and now the Forge Server cannot host on the same one.

Having an issue

do you notice that it stops the internal server for the singleplayer worlds.
