Forge "fake" instalation

When I am trying to run .jar installation files, it work normally and says that installation was correct. 

But it is not and there are not any changes just like it was never installed. 

 

I tried reinstalling java, minecraft, installing forge and than pasting in version with it. Nothing works.

 

Interesting thing is that forge installer .exe works properly, but such installer does not exist to the newest forge version.

It should create next to the installer file in the folder with it when I run the installer?
