Forge Installer and Universal Files Have Wrong File Type

So, when I have downloaded the .jar files, instead of the file type being described as "Executable Jar File", it instead displays "JAR File." Upon attempting to run the installer, cmd opens up very quickly and then closes before any information is sent, and the installer fails to launch. No logs are created.

 

I have uninstalled and reinstalled java. Restarted the PC, attempted manual installations, and have done multiple versions of forge, none of them are working. I've even downloaded a file of forge through discord from my friend to the same result. I suspect it has something to do with java settings or windows, but I am unsure of where to go from here.

 

Thoughts?
