Issue launching mod after attempting to update 1.16.3->1.16.4

I have replaced the necessary lines in the build.gradle and it will no longer launch. When I attempted to move it back to the version it continued to not launch. Changing the build.gradle file in any way will not fix it (that I know of). Below is the yellow text where the issues (I think) begin. If necessary I can post the whole console after attempting launch. This was run with the debugger launch. (github is https://github.com/Hirschbok/Nooks)

Sorry it took so long to respond, here is the paste. Reading through it, it is still trying to launch an older version of forge, however, when I use a build it still does not work with the updated version.

 

Edit: fixed it, I was missing a URL in my mods.toml : /
