forege not recognising mods

so my file path is .minecraft/mods/1.16.4 and forge doesn't seem to recognise any thing past 1.16.4 (when I open mc it doesn't show any mods active)

is that a new thing because ive done the same with my 1.8.9 and 1.12.2 forge?
