I need help with Forge

When I try to double click to open it and start the installation, the installer doesn't open!

I have the latest version of Java, the latest version of Forge for the Minecraft version I'm trying to mod, and still NOTHING.

Please can somebody help me?

I have looked in the installation list, but it isn't there!

I'm just trying to get this mod.

EDIT: I want this mod too.

Done that already. Before I did that, Java wouldn't even try.

I have set the default for running .jar to Java
