JEI in development environment? 1.16.5 & 7.6.1.71

Trying to get my development environment up and running and I've ran into issues getting JEI into the game.

 

build.gradle below;

I switched from using ${jei_version} and ${mc_version} to hardcoded versions to see if that was the issue but nope, any help would be appreciated.
