Server not maximizing cpu

So like im using this server host skynode and the server they gave me just wont maximize cpu usage

I keep getting this errors form the console but the cpu usage is still below 30%. Should I just change server host? if so do you guys know any reliable hosts? ive been trying to fix this for days and its been a very frustrating week for me now

modpack: RLCRAFT
server specs:
6gb ram
3vcores
20ssd
