I keep trying to install Forge but everytime I try it pops up with an error message saying "Java Installation Not Completed."

I've tried reinstalling Java, I've tried redownloading the Forge installer, I've tried disabling the Windows Firewall but nothing has worked and I can't find anything online that will help. What am I doing wrong?
