Forge is not opening with java- what should i do

whenever i try to open forge with java launcher it comes up with something saying that 'the operation couldn't be completed. Unable to locate a java runtime' are there any ways to get around this

    I have the same issue, even then just double-clicking, or selecting open, I believe it is an issue with java, and I have tried uninstalling, and reinstalling Java. Would you happen to be running on a  32 bit (86x) processor, on usind win7?
