I have problem with run.bat

When i open the run.bat i always get this error

I did everything that was in the video (How To Make a Modded Minecraft Server in Minecraft 1.16.1 (Play Modded Minecraft with Your Friends!) - YouTube).

Man, now when my friend try to join this thing shows him io.netty.channelLAbstractChannelsfinnotatedConnectException: Connection timed ou no further information 

I check everything like 5 times, forwarding, firewall and it still shows. We both have TLauncher, can this be the problem ?
