Failed to start Server (NullPointerException)

I am currently running into this error when trying to start my server, notably I am running my own modpack and am trying to make a server version for this pack so this could be the source of the problem. Only other thing I can think of is a toml file is corrupted or broken in some way.

Any ideas on how to fix this would be greatly appreciated.

Forge Version : 36.0.58    Minecraft : 1.16.5
