I cant place blocks but they still appear in my inventory. This is in a 1.12.2 forge server.

I am running a forger server for me and my friends but whenever we try to place any blocks they just disappear.  How can i fix this and what is wrong with my server?  The icon next to my name says vanilla server. Is this the problem or is it relevant.  Thanks for any help
