RLCraft server mods not working?

I have been trying to set up a forge server with RLCraft for a few hours now, but when I do get the server to work, it doesn't seem to have any of the mods. No custom structures, no custom enchants. Nothing. I know it is is not a client side problem as it works perfectly in single player.

Chrome (Android)
