I did not ask about the launcher, but regardless almost every time someone has an issue with libraries not downloading it's an issue of Java version. Update to the latest version of Java 8.

Next time I ask for a text file please just attach it or use one of the paste sites listed in my signature below. Is this directly after a failed attempt at installation or did you open and close the installer since then.

Can I have you confirm where you're getting the installer from? Please give a URL to the download page.

Get the mods from the proper source before you try again

The filenames of some of your mods suggests you are not getting them from official sources, please read my signature for more info on why this is a bad thing. What is this realtime translation mod? Whatever it is it's broken/poorly made and will not work server-side.

It doesn't help actually, every run the installer replaces that file, it doesn't make a new one with a new name. Run the install process again and send the new log.

There's nothing in that log, on your most recent run of the installer did you just open it and close it or did you try to run the install process?

Xaero's Minimap appears to assume its on a client without checking, so it's trying to load client-only code that doesn't exist on the server, causing a crash.

Chances are you have Windows Explorer set to hide file extensions, if that is the case it will look like this: Installer: forge-{version}-installer Log: forge-{version}-installer.jar If you set Windows Explorer to show file extensions they'll show up like they really are: Installer: forge-{version}-installer.jar Log: forge-{version}-installer.jar.log

Have you tried making the pack without Technic?

Is this trying to launch the game or trying to install Forge?
