    Is there any way to install the latest Forge offline?

    So the problem i am having is when i followed the advice i managed to cut down the folders that need to download to one. Ive been searching everywhere for the 'org. Apache. Maven:maven-artifact:3.5.3' folder but i cant find it. Con someone get me the download link of it so i can put that into my mc libraries folder. I also can only download from my phone.
