Actually, I’m an idiot, I was opening the wrong one the whole time. Thanks for your help.

I go into the server file and double click minecraft_server.1.12.2.jar

Yes, I put all the mods in the same folder and I know I put them in the right folder because they all work in single player. I am not sure why I can see the items in the menus but the mod not work.

I set up a server through the forge 1.12.2-14.23 client. I installed 4 mods (optifine NEI biomes o plenty and twilight forest) and only NEI and Optifine are working. I can see recipies and items in NEI and the zoom works for optifine. I can see the modded items in the NEI and creative but they disappear when I try to place them. The mods all work perfectly fine in single player. Please help
