My Twitch launtcher is being blocked from downloading somthing.

I'm having the same issue with forge 27.0.21. This is just on a fresh install with only vanilla and no mods and its still giving me this. It will also give me a forbidden 403 once in a while with trying to set up a new pack. Is this a twitch issue or a forge issue?
