    1.14.4 libraries failed to download

    I've been trying to install Forge 1.14.4 (.jar installer) since yesterday and it installs normally for about halfway, then it gives me an error message reading: "These libraries failed to download. Try again" and gives me a list of like a dozen files. I'm unable to run as admin for some reason (it's like this on a lot of my programs, windows 10), but I'm not sure that is the issue. I tried using the solution linked at the bottom of this post, but that brought me back to the same issue. I deleted all other versions of forge and have restarted my computer, same issue. I've used previous versions of forge in the past with no issue. Please help! I'm losing my mind here lol.
