It may be client side but I took out all the mods and it still wont let me load the jar by double clicking so I think it is something else

so just putting all the mods into the mod folder in a forge server will not work?

Yes I am using the twitch launcher to run the pack but not to host the server I was doing that on my own

I am trying to make the server for a mod pack which works and has that mod in so I do not think that is it but ill try it.

When I click on the executable jar forge-1.12.2-14.23.5.2846-universal to make a modded server nothing happens. What do I do? It will not make a mod folder or the eula thing or anything.
