did exactly everything from wiki installation tutorial, but still getting the same error

I tried both recommended versions of forge for minecraft 1.4.6 and 1.4.7 and i tried redownloading like 14 times. I even tried downloading minecraft bin and minecraft server.jar and putting them inside jars folder, but still it is writing that i have inccorect FML version, maybe i need to somehow change fml version?
