Oh thanks, i got it mixed up.

When I'm in the forge minecraft and I want to use the Lucky Block mod, i go to mods and click on lucky block from the left. After that, there is a configure button at the bottom left except it won't let me press it. It says in the description of the mod, "secure mod features disabled, update JDK"

It won't let me configure the mods though.

It loads now, but when i try to config a mod, it says Secure mod features disabled, update JDK

I am using a Windows laptop and every time i try to launch Forge 1.16.4 (downloaded from the installer) it starts up and then after 15 seconds it stops and the Minecraft Launcher pops up with this message The game crashed whilst initializing game Error: java.lang.NoSuchFieldError: field_212624_m Exit Code: -1
