These libraries failed to download even after a restart, making sure my java was up to date, making sure my windows firewall/virus protection excluded javaw.exe, and switching between recommended and regular 1.8 forge downloads...is there any way to download the libraries directly? What if I extract the files instead of choose the client option? I have Windows 10. Please help!

I am actually running minecraft version 1.16.4...I wanted to install a mod that needed forge 1.8. I went back to the website and downloaded the 1.16.4 version of forge and did not have any issues, it downloaded successfully. I will see if I can get the mod we wanted to work.
