Thanks for help and now it works with 1.16.5. I was a bit confused because some mods are only marked for 1.16.4. And I d verownloaded the recommendedsion, which is shown as the first on the download page.

I want to setup a forge server for me and some friends on my own computer. I followed an old instruction from youtube which worked last time I setted up a forge server on minecraft version 1.12.2. But now there is no universall jar. So, I searched for a new instruction. In it they used the "forge-1.16.4-35.1.4.jar" to set up the libraries and the mod folder. But it wasn't shown how to launch the server. When I use the "minecraft_server.1.16.4.jar" with a .bat file, the server starts but as a vanilla server.( So, shown by the forge client.) When I use the "forge-1.16.4-35.1.4.jar" to start the server, it only reinstalls the libraries. So, shown in the log file and in the cmd console while while executing. My Question now: How can I setup and start a forge 1.16.4 server correctly? debug.log
