Forge server using wrong java version

It's very weird. This is how I did it, running this from the server folder "C:\Program Files\Java\jre1.8.0_301\bin\java.exe" -Xmx8096M -Xms2096M -jar forge-1.12.2-14.23.5.2854.jar
