  1. Offline flag for installer is not honored by DOWNLOAD_MOJMAPS task

    I'm working on something to build the forge server without internet access. This is mostly easily done by using the --offline flag and prefetching the libraries and the minecraft server. However the --offline flag doesn't get honored by the DOWNLOAD_MOJMAPS task. Even when rerunning the installer after it has run "online" once. If there is an internet connection, it will download the maps.
