  1. Okay, the problem has, helpfully but infuriatingly, fixed itself for no entirely clear reason. All forge versions that had failed to show up following installation are now in the list. (I had the issue with some, but not all older versions as well, but didn't raise that here as they're out of support.) The last things I did before it self-repaired: opened and read through .minecraft/versions/version_manifest.json in a text editor closed .minecraft/versions/version_manifest.json (I made no changes) installed Minecraft 1.14.4 from the launcher ran Minecraft 1.14.4 from the launcher installed the client version of forge-1.14.4-28.2.23-installer.jar opened the Minecraft Launcher... and there was Forge 1.16.5-36.2.4 was, along with 1.14.4-28.2.23 and all its missing friends, in the version list. I apologise to any reader from the future who might stumble on this thread hoping for a more concrete solution.
  2. No, no antivirus software on this system. I'm leaning towards creating a second user profile on the system to see if I can reproduce the problem, but are there any json files I should be looking at for irregularities? .minecraft/versions/version_manifest.json only appears to list official versions, but I presume that modloaders have to insert themselves somewhere, even if not there.
  3. Here's a shot of where I'd expect to find it. There's one older forge version that appears at the bottom of the list, so I checked its entire length to be sure.

Although I've installed a number of previous versions of Forge, the latest version forge-1.16.5-36.2.4-installer.jar appears to run successfully but does not insert an entry into the official Minecraft Launcher, despite reporting a successful installation.
