it works only if i disable all internet firewall but i would like to find the issue

now it works but I've looked at some tutorials for port forwarding but can't get it to work for my friends. I checked the server port I set port rule 25565 both inbound and outbound to microsoft defender I set the ipv4 server to the server properties file I have set the ports on the router but when I turn on the server it gives me 0 ports in operation and if I give the ip to my friend obviously it does not start can you help me?
