Waterlogged minecarts are moving faster then the should

I submitted a ticket (https://github.com/MinecraftForge/MinecraftForge/issues/9011) i hope this helps to resolve this issue (i want my sorter to work again :C). -
Recently, i build a item sorter using waterlogged rails on soul sand and the minecart is suppose to move slower there (like it does in vanilla) but with just Forge installed (both latest 1.19 and 1.19.2 version) the minecart moves much faster, causing it to break farms where it is suppose to work (i spend almost 100 hours on my now broken sorting system). I would very much appreciate if this could be fixed somehow. Best regards Emfire
