I know this is a bit late… However, at least with Mcreator's plugin that allows attribute changing, I have noticed that this doesn't work. I have tried in 1.19.4 with the plugin, and modifying the attack speed of the player, but it doesn't affect mining speed, only attack speed/cooldown between attacks.

I've been looking for this exact thing, and ofc the responses were deleted😭
