Thank you so much for the help. I was able to get it working. simple really for those who still need help. Just drop this file: http://personal.forgeessentials.com/luacs1998/forge/fmllibsmc16.zip into the libraries folder in .minecraft

Minecraft forge (minecraftforge-installer-1.6.4-9.11.1.953) is giving me a message saying "These libraries failed to download. Try again. org.scala-lang:scala-library:2.10.2, org.scala-complier:2.10.2". I have also noticed that there is no Json file in the imported file from the installer, just a jar file. I have not edited the jar file in any way.
