It is per player Per world and each player unlocks it separately

In my mod so far the player right click an ore and it changes I would like to know how to get minecraft to "remember" how many times it does so that on the first try a the player is told by chat a text and after many more times a recipe is unlocked so i kneed to know 1. how to make minecraft "remember" 2. how to add a message to the player in chat 3.how to lock/unlock a recipie thanks. read second comment for more info | v

I am building a mod and would like to change iron ore into one of my mod's blocks when it is right clicked on with another of my mod's items all ways I have seen so far are outdated (usually for 1.6 or lower) i kneed help as this will be a key aspect of my mod
