I FOUND THE SOLUTION!!!
It turns out that if you run Minecraft with administrative mode and Windows 7 Compatibility would make 1.9 forge works on Windows 10!

Just want to mention that it's still crashing even with the latest version, with the almost exact same log and stuff, and the Exit Code is still as same as -1073741819. Maybe it's because the forge itself?
Yes I did kill the process indeed, if you count Windows Problem Solver as killing it. It automatically kills it, and I can do nothing but press the Close Program button. And that's when I found the exit code might be helpful.

The log isn't really helping a lot, as the mods are different but still the game crashes. I've tried to launch without mods, but still it's not working. The only thing I can see is that the exit code is exactly the same, so I wondered if that means anything.

Well I found something that might be useful. I found this in several forge for different minecraft versions:
Game ended with bad state (exit code -1073741819)
It seems that I don't have D3DGear the hopper said so I'm trying to fix this by updating drivers and hope it works

Both logs stop being logged when the game crashed, and the Windows Problem Solver pops out.
And btw I tried both 1.8.0.25 and 1.8.0.77 Runtime on the profile.
