Out of curiosity I downgraded to 1.9 and tested this on both vanilla and the recommended Forge build (1887). The problem remains: Blaze Powder only moves into the fuel slot in vanilla. It's almost like with Forge, it's still being recognized as an ingredient despite the hopper placement.

Tested in vanilla 1.9.4, Forge 1940 and 1945 (no mods installed) In vanilla, if you place a hopper pointing into the side of a brewing stand, any blaze powder placed in it is pushed into the fuel slot as intended. However, with both versions of Forge, the blaze powder is pushed into the ingredient slot instead.
