Help, Forge installer 1.8 won't start

I've been trying to install forge 1.8 for the toggle sneak/sprint mod. Downloaded forge 1.8 windows installer, double clicked, nothing happened. Tried downloading it again, same thing. Reinstalled java multiple times, tried older versions. Downloaded the jar installer, same thing but i got an error report via txt file. Tried searching up the error code, didn't find anything relating to forge. At this point I just don't know what to do. Searched on the internet for hours, read through many forums etc.
