Help with making forge server.

I'm trying to to make a 1.12.2 server (14.23.5.2847 specifically) for me and my friends but for some reason, it refuses to download the forge server files. I've looked at plenty of videos and other sites as they all told me to use jarfix, update/reinstall java, disable firewall, and use a vpn. I tried all that and nothing works. Originally, the forge installer itself refused to open but I found a way to get it open by disabling wifi. I reenable the wifi to download the files but out of everything, the forge server files were the ones that wouldn't download. Everything else could be downloaded except the forge server files. Does anyone have an idea of how I can make this work?
