Forge is loading mods as data packs

Ok so i'm trying to run a Forge server for me and my friends to play on , we have about 56 mods installed and when i try to load the server i get this error:

Failed to load datapacks, can't proceed with server load. You can either fix your datapacks or reset to vanilla with --safeMode

Here is the latest and debug logs

latest.logdebug.log

 

if you need the mods too it's gonna take a while, idk how to fix this
