Minecraft Forge 36.1.32 Crashing

I have been trying to play Minecraft with a fairly large mod pack. I was having this problem with a mod pack earlier but thanks to someone else's discussion, I deleted the fml.toml file in the config folder. After that it worked until there were more mods added to the mod pack so I deleted the original and installed the new one. I went to delete the fml.toml file but there were many other toml files in the config folder, all for individual mods. I moved them to the desktop in case they were needed and I deleted the toml file. When I got to the Minecraft launcher I pressed play (I had selected forge 36.1.32) and the red loading screen came up. When it got very close to the end of the loading process it crashed and took me back to the launcher. I checked the config folder and the fml.toml file had returned. I have done this several times and it always crashes and the file always returns. I am on a MacBook Air. If you have any idea that how to fix this please help me. Thanks. :)
