How do I put mods into my Forge server?

Okay so, I was trying to make a server for me and friend to play on together with mods. I made a forge 1.12.2 server, set it up accepted the EULA and started the server so ALL of the files could download and configure, I cannot figure out where to put the mods once I am in the server folder. I tried making a folder titled 'mods' and put them in there as well as my own Minecraft mod folder. But the items from the mod show up in my client in the Creative inventory but the blocks disapear when I place them or try to interact with them. Please help!
