[1.16, 1.12.2] Is there a way to add custom language to the game and remove some of already existing ones?

Hello! I have a problem: I don't know how to add or remove already existing Minecraft languages. (Note: Minecraft languages, simply deleting *.lang-files isn't working)

Is there a way to achieve this? I'm trying to make mod for 1.16.X, but I hope that it would work with 1.12.2 aswell :D
