No mods folder?

Whenever I try to create a server after its done installing I look in the files it doesn't come with a mod folder. In addition after I run the server and set it up it still does not give me a mods folder.

well I'll download the forge server into a folder and it doesn't come with a mods folder and i'll try to run the forge.jar it does nothing then i'll run the minecraft.jar it'll give me everything but the mods folder
