Forge installs, but does not create profile in launcher (Solved)

Windows 10 x64 (current update version 21H1 (KB5006670))
Minecraft Version 1.17.1
Minecraft Launcher 2.2.5519
Forge 37.0.103
Java 1.8.0_311-b11


Forge would not update after Version 37.0.82, I uninstalled Minecraft entirely, as well as Java, and did a clean install of both.
I re-launched Minecraft (1.17.1) started a world, saved, and quit, closed everything out, downloaded Forge installer, ran it, and it says install successful, but there is no Profile created for forge, and nothing showing in my .minecraft folders for Forge.
Even under create new installation, there's no Forge profiles to choose.
I've even gone as far as deleting temp files, trying to install without firewall, and without my antivirus (comodo) running. 
I have repeated this process with Forge versions 37.0.95, 37.0.97, 37.0.98, 37.0.102, and 37.0.103

In the past, it's taken me two tries with each update (comodo always isolates the first time preventing update), but suddenly I can not get it to accept Forge at all.

Below is the install log .txt, as I have no debug log...

(also of note, I use iObit programs for system care, un/installs, and game boosting.)

 

EDIT: 
A Friend of mine helped me out, turns out my Antivirus program was isolating the installer in to a "sandbox mode", thus preventing Forge from actually installing, despite saying it did.
All that was needed to be done was to turn off "Auto Containment" and run the installer.

Is there anything stopping you manuallyu creating the profile yourself? (Just make a new one and select your desired Forge version from the Minecraft Version dropdown)

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.
