forge wont install because i cant open it with java

i can install the installer but when i go to open with it doesn't give me the option to open it with java. i have java installed and I've re-installed both the forge installer and java like 5 times but it still doesn't give me the option. is there any way i can force it to install directly through java or something? im using a windows 10 laptop
