I am an idiot and dont know how to start a modded minecraft 1.15.2 server plz help

i am an absolute clod, i have downloaded the server pack files for cte dissonance and cannot for the life of me get the minecraft server to actually generate with mods. i dont know nomenclature so be patient as if you were speaking to a fish. my main error right now is when i run my bat file it says 'Error: Unable to access jarfile forge-1.15.2-31.2.55.jar' i dont know if this is the place to ask for help so my apologies if its not but any help would be much appreciated
