Forge 39.0.5 Bug Report: Particles rendering black and through blocks

Sometimes when blocks are broken all particles will render completely black and can be seen through blocks. This seems to happen more often on a server, and more often when many blocks are broken in a short time period.

Tested on: fresh install of Forge 39.0.5 in a separate installation folder. No resource packs installed, all default settings. (first noticed in my personal install with optifine and personal video settings)

Steps to recreate:
Create a new world
Give yourself an efficiency V tool
mine blocks rapidly with said tool.

I also have a screen recording and screencap of the issue but am unsure how to add those or what the rules are for that as this is my first time reporting a bug. I can add them if needed. Thanks.
